THCH has negotiated with Tower Hamlets Council to allow us to operate an overcrowding strategy.

The 1st overcrowding strategy was aimed at 178 THCH tenants who were on the transfer list in October 1999 and were part of the original transfer of homes from the Borough.

THCH undertook to make an offer to all overcrowded tenants on the transfer list within five years of their properties being taken over in March 2000. If an offer is refused, then applicants will just remain on the ordinary transfer list to await an offer, and applicants will not lose out on their rights.

The Strategy operates on the following basis:

  • One offer of accommodation will be made regardless of property type and floor level (except where a medical assessment advises otherwise)
  • Offers will be made in group and date order
  • Offers will be withdrawn if rent accounts are not cleared by the time of the viewing
  • A refusal of an offer of a knock-through will count as a refusal of an offer
  • Offers will have regard to areas of preference, however offers may be made in any of the three THCH areas, as this is the only stock (homes) the scheme applies to
  • If an offer is made through the Common Housing Register, this will count as an offer under this strategy.

THCH are delighted to announce that it met this promise by October 2004.

The Strategy has been so successful that THCH adopted further overcrowding strategies for those who have become overcrowded since.

For the 2nd strategy we aimed to make an offer to 61 overcrowded households – THCH met this promise by March 2005.

For the 3rd strategy, we aimed to make an offer to 45 overcrowded households by March 2006 – THCH met this promise by January 2006.

For the 4th strategy, we aimed to make an offer to 95 overcrowded households - this strategy includes tenants of homes recently transferred to THCH in January 2006 - by March 2010 - THCH met this promise in early 2007.

We have recently commenced our 5th strategy where we will aim to make an offer to 123 overcrowded families by March 2012.
